Congressional leaders reached a new accord on topline discretionary spending levels that looks a lot like the agreement struck in last year’s debt limit law. But there’s little time left to complete final appropriations bills before current stopgap funding runs dry. CQ Roll Call’s David Lerman, Aidan Quigley and Paul M. Krawzak assess the politics surrounding the new deal and what it may mean for the long-delayed appropriations process.
